Help with manual swap wiring

Kinda at my wits end with this.
I'm currently manual swapping my 2000 SR5.
I have a manual ECU and am trying to splice in the Clutch Start Switch.
According to my wiring diagram (Starting and Ignition) the Clutch Switch, Clutch Start Cancel and Park/Neutral Positions Switch all get spliced into Splice Point I21.

I would like to basically wire pin 1 of my clutch switch into the junction box, and then cut the existing A/T wire coming from pin 5 of the P/N position switch and join it with the wire from pin 2 of my clutch start switch.

I'll splice in my clutch start cancel switch later when I have time to pick up some good splices.

Problem is, I can't find splice point I21. I've looked for a good few hours at this point, and its just not there. According to the Location of Splice Points page in the 2000 EWD, it should be in the wiring bundle going to the drivers side relay box.

I opened up the wiring bundle going to the relay box, and there is no splice there with black and white wires. There is only this splice, which I don't see listed anywhere.

Can anyone help me here?
Any idea where this splice actually is? If not, what the hell is the splice I've found?
My backup plan would be to run all the wires over and splice them in right before the ecu, but I'd prefer not to do that to keep my wire runs from one side of the cabin to the other to a minimum.

I'll have to check to see where my clutch wire goes too. I can probably check tomorrow or over the weekend. My relay box is tucked behind the roll cage A pillar.

The thing is, when I pulled it out of my donor Tacoma 2000, there was no splice point and both wires went directly to the junction box.
I have no idea why toyota basically randomly designed their wiring for each model year.
